The City of Prince George (City) is seeking the services of a qualified engineering consultant firm who can demonstrate the experience required to undertake an assessment of four (4) sanitary lagoons to identify options and costs for continued capital improvements that will meet the federal Wastewater Systems Effluent Regulations (WSER) that will come into effect in 2030.

The four (4) sanitary lagoon facilities are located in Prince George, B.C., and include PW303 Foreman Rd, PW304 Shelley, PW305 BCR, and PW306 Danson. The assessment will require the development and technical analysis of potential capital improvements options with the recommendation of a preferred option with Class D cost estimates for each facility.  The options may include, but are not limited to, from on-site sanitary sewer treatment improvements and/or re-routing of sanitary sewer flows to the City’s Lansdowne Road Wastewater Treatment Centre (WWTC) to meet the federal WSER. 

The City may also seek provisional pricing for detailed design, refined cost estimates, and contract administration subsequent to the development of the preferred improvement options.

This RFPQ is intended to pre-qualify up to three (3) Respondents for a Request for Proposal (“RFP”) process (to be posted separately on the Bidding System at a later time), which in turn may ultimately lead to Contract negotiations, or to the creation of a Contract without negotiations. The City also reserves the right to proceed directly to Contract negotiations without an RFP, if this RFPQ process leads the City to conclude that only one Respondent is qualified to perform the Work, for example.  The City plans to apply certain desirable criteria to evaluate the submissions received in response to this RFPQ, as set out in further detail in section 2.6.4 - Desirable Criteria of this RFPQ.  In addition, certain Mandatory Requirements will apply.
