The City of Prince George (City) invites Pre-qualification submissions from interested Respondents that describe the desire, relevant expertise, capability and resources for the Design-Build – Western Acres Sanitary Lagoon Re-Routing. 

The Pre-qualification is the first step of a two-stage procurement process. This stage involves selecting the respondent’s that meet the requirements of the Pre-qualification who will then be invited to submit Proposals by invitational request for proposal(s), to be issued later.

Design-Build Budget

The City’s maximum budget for completion of all design services and construction work (collectively the “Services” and “Work”) to be performed by the Design-Builder detailed in this RFP is $5.900,000.00 PST included and GST excluded.

This RFPQ is intended to pre-qualify up to three (3) Respondents for a Request for Proposal (“RFP”) or Invitation to Tender (“ITT”) process (posted separately on the Bidding System at a later time), which in turn may ultimately lead to Contract negotiations, or to the creation of a Contract without negotiations.  The City also reserves the right to proceed directly to Contract negotiations without an RFP or ITT, if this RFPQ process leads the City to conclude that only one Respondent is qualified to perform the Work, for example. The City plans to apply certain evaluation criteria to evaluate the submissions received in response to this RFPQ, primarily concerning the capability of each Respondent in relation to the Work, but also methodology and exceptions and clarifications, as set out in further detail in this RFPQ. In addition, certain Mandatory Requirements will apply.
