The City of Prince George (City) is seeking proposals from qualified engineering consultant firms with the appropriate team of specialists, and sub-consultants, who can demonstrate experience required to provide engineering services related to the water system from pre-design, through to record drawings and commissioning over  multiple years  on  a  non- exclusive/as  needed  basis for replacing, upgrading existing watermains, or providing redundancy in City’s water network.

This Supplier will be required to provide construction ready designs for watermain projects identified through prior planning projects and reports, as well as preventative replacements for aging and high-risk infrastructure. There is no guarantee of volume and/or amount of work.

The required services under Annexes 2 and 3 may not be all-inclusive under this contract. The City may assign any task that is typical work considered to be in the area of professional expertise for water network projects.

The City anticipates awarding a contract as a result of this Request for Proposal (RFP) based on the Foothills Boulevard watermain project (detailed in Annex 2) to the highest scoring proponent and pre-qualify up to a maximum of three (3) Suppliers who may be invited to submit proposals on additional watermain projects for the next three (3) years with the option to renew by one (1) additional renewal period for two (2) years.

For the purpose of this RFP, the Evaluation Criteria under Section 2.6.4 will be scored by evaluating the proposal for the work required for the preliminary design of the Foothills Boulevard watermain project with a target completion date of May 2026. 

The City reserves the right to retract any phase submissions or discontinue the design without any obligation to continue the project to completion. 

Additional projects are subject to budgetary approvals and are expected to follow the same phased approach with timelines to be determined on a case-by-case basis.

This solicitation may lead to sequential or concurrent negotiations with one or more Proponents offering the most advantageous proposal(s), or to the creation of a Contract without negotiations.
