City of Prince George (City) is seeking proposals from qualified engineering consulting firms experienced in providing professional engineering services on a “non-exclusive” / “as needed” basis for traffic studies, analysis, design and review of traffic signals, signs, pavement markings/markers, guardrail, lighting, roadway safety improvements, contract management, and other related duties deemed necessary by the City.

The City anticipates awarding one contract as a result of this RFP. The proposed two (2) year term contract, with one (1) optional one (1) year renewable term, will have a maximum value of $200,000.00 per year. There is no guarantee as to the minimum amount of work. The contract is intended to supplement the City’s internal resources on an as needed basis by providing a flexible and effective way for the City to respond to recurring consultant professional service needs for multi-dimensional tasks covering a range of traffic engineering and operations work. The required services under Annex 1 – Work Related Requirements are not intended to be all-inclusive under this contract. The City may assign any task that is typical work considered to be in the area of professional expertise known as “Traffic Engineering”.

The Ospika Boulevard – Tyner Boulevard Roundabout is a potential multi‐year project, which is annually subject to funding through the City’s Capital Expenditure Plan. The City expects to proceed with and complete the design in 2025.

Proposals must include the engineering, design and contract management services required to complete the Ospika Boulevard – Tyner Boulevard Roundabout.

For the purpose of this RFP, the Annex 3 – Fee Schedule will be scored by evaluating the proposal for the Work required for the Ospika Boulevard – Tyner Boulevard Roundabout Project.

This solicitation may lead to sequential or concurrent negotiations with one or more Proponents offering the most advantageous proposal(s), or to the creation of a Contract without negotiations.
