The City of Prince George (the “City”) is seeking professional consulting services to assist in a review of the corporate management control framework for capital projects throughout their lifecycle. This review will require the development of an Organizational Capital Project Management Policy and Framework, as well as recommendations for prioritized improvements. The City currently has budgeted $95.7 million for Capital Projects in 2021, and $216.0 million over the next 5 years (2021-2025). Capital projects include a range of asset types and are established and delivered through a number of divisions within the City, including Civic Operations, Planning, Development & Infrastructure Services, Community Services & Public Safety, Fire Services and Information & Systems Technology. Finance, Risk and Procurement, External Relations & Communications, among others, provide service support to these divisions for capital projects. An initial internal project management review had been initiated in 2019 with work still underway to date and has included the development of support tools and standards for capital infrastructure projects. As the City begins to increase its understanding and expanded use of these tools, training, and approaches, the inclusion of this work will need to be formalized and developed further in conjunction with an Organizational Capital Project Management Review project within the 2021 year. The purpose of this project is to review the corporate management control framework of capital projects throughout a project’s lifecycle and to develop a framework inclusive of policy, procedures, guides, training, and communication to ensure City project management practices are in line with the recommendations and best practices for municipal capital infrastructure projects within the Prince George context. |
